Abolishing tariffs, the minimum wage, and public education would help poor people.

Abolishing these three policies would do the most to help poor people. Poor people can't get an education or useful skills because they are forced to go to public schools. There is no correlation between funding and school performance. There is one between choice and performance. We would be better off getting rid of the schools and hand the money over to the families and let them decide how to best improve their lives.
