Terrorism in general will be best defeated by military means (war).
Since I am Con I will allow my oppenent to provide his/her case for why terrorism will be best defeated by war, and then rebutt. The United States has constitutional authority to assist the less-fortunate.
There are many constitutional bonds restricting the federal government from helping the poor. There is no power to create such programs even barely mentioned in the constitution.
