subsidies/loans instead of insurance

assuming that the gov does health stuff, it should be giving loans and or subsidies instead. the problem with insurance is that it's a hand out to the insurance companies. instead of copaying the poor who can't afford insurance and giving, the the gov should simply subsidize either the catostophic situations, or if the gov does it, co pay at the doctor too. or loan money in both situations, that doens't have to have interest perhaps, or paid in a specfically fast way. this would be muc...
